菲律賓公務船槍殺漁民案，政院召開國際記者會，今晚6時宣布8項制裁措施開始生效。

包括發布旅遊警示燈號為紅色，政府不鼓勵赴菲旅遊洽公；停止台菲高層交流和互動；停止菲方經濟交流和推廣招商；停止雙方漁業合作事項；停止雙方科技交流合作計畫；停止航權談判；停止菲免簽證優惠及海巡南海聯合操演。
