〔記者顏真真／台北報導〕交通部長葉匡時24日受邀在中華民國工商協進會演講時表示，在正常情況下，他個人認為立法院下個會期通過自由經濟示範區特別條例的機率大概只有5成，目前只能先就法規、行政命令進行調整，先以目前自由貿易港區為基礎，待未來特別條例通過後，其他示範區就能加入。
