〔文／郭正亮〕7月16日，中國外交部反對美國總統歐巴馬7月12日簽署的1151號法案（亦即支持台灣以「非國家」的觀察員身份，參加今年第38屆國際民航組織ICAO大會），並表示將「向美國提出嚴正交涉」。中國的反對理由一如往常，亦即「台灣參與國際組織是「中國人自己的事，反對任何外國政府、組織或個人插手」。
