〔大陸新聞中心／綜合報導〕俄羅斯《軍工信使》周報8月21日一期刊以《中國再過20年才能成為海上強國》為題發文，作者為俄羅斯地緣政治研究院第一副院長、軍事學博士康斯坦丁·西夫科夫。文章稱，由於大部分艦艇技術落後，大陸人民解放軍海軍目前無法為北京的對外政策和經濟擴張充當堅實後盾。但是，大陸海軍的發展速度位居世界前列，一系列最新型艦艇陸續列裝。
