〔記者陳思豪／台北報導〕駐美代表金溥聰向美方發表11頁說帖，事前未讓外交部知情，遭立委痛批越級報告。外交部稍晚澄清，若國際媒體有關台灣報導，與事實不符，外館都會負責溝通與說明，駐美代表處本次做法，也是按一般作業程序，並沒有越級報告的情形。
