〔實習記者游雅嵐／綜合報導〕世界衛生組織（WHO）表示，在有完善社會保護措施的國家，為健康而需自付「災難性支出」的年發生率幾近零，而在缺乏社會保護制度的國家，發生率為11%，所以建立社會保護制度，將有助降低家戶經濟風險。
