〔記者楊伶雯／台北報導〕美國聯邦政府17年來首見暫停運作，美股周二仍是小紅作收，台股2日開高，摩根投信執行董事葉鴻儒表示，目前市場最大擔憂是預算爭議將延遲美國債務上限對話，導致美國國債違約風險升高，但評估發生機率極低，兩黨不太可能冒著經濟下行風險持續拖延預算案，他認為，台股攻勢可望經短線整理後伺機再啟，鎖定利基型及有競爭力的產業，包括汽車、通訊、NB、半導體等族群都具波段操作機會。
