〔大陸新聞中心／綜合報導〕蔡昉指出大陸目前的受教育水平是隨年齡增長而降低，所以目前不是推遲退休年齡的好時機，因為年紀大的這部分人是沒有市場競爭力的，失業的可能性很大。如果推遲退休年齡，政府雖然不用支付這部分人養老金，但是要給予他們失業保險金。
