「交叉火網」防軍弊　馬英九：沒廉能民主是空的

總統馬英九今天接見國際透明組織國防安全計畫研究團隊訪華團，他表示，國防部今年1月1日起設立政風室，配合原來國防體系裡已有總督察長，用一種「交叉火網」的方式，共同監督軍事業務各種可能的弊端，讓防弊效果更周全。
 
馬英九強調，除國防部設立政風室外，其他政府單位也要努力維護透明、負責兩大目標，因為民主不能沒有法治，法治不能沒有廉能，否則民主是空的，也無法真正取信於民，清廉的政府才有競爭力。
 
馬英九說，廉政署成立後，推動「不願貪、不必貪、不能貪、不敢貪」4大運動，「這是我們對自己的期許，也是我們對人民的承諾」。
 
馬英九強調，這次國際透明組織調查統計政府國防清廉指數，國防部表現屬於第2級，「大概在全球前10%國家」，還有再往前邁進的空間。
