〔記者林修卉／新聞觀察〕雲林縣長蘇治芬得知103年度全國治水預算僅編列15億元，28日北上赴行政院，跪求中央政府編列治水預算。撇開蘇治芬為屬意接班人造勢的動作，輕度颱風康芮，造成豪雨，中南部淹水嚴重，讓民眾免於大雨水患之苦，已是政府無可推卸的責任。
