〔地方中心／台北報導〕台北高等行政法院與東吳大學法律學系公法研究中心，於10月25日（星期五）下午2時，邀請東吳大學法律學系范文清助理教授，以「論欠稅限制出境制度」為題發表演講，范文清在演講中強調以限制出境為手段追討欠稅時，「最最最」重要的，就是要符合比例原則。然而目前在實務上財政部處理欠稅，常以欠稅達一定金額為唯一的要件，沒有斟酌個案狀況，動輒對納稅義務人處以限制出境，裁量過當的結果，讓限制出境淪為擄人勒索逼納稅人吐錢，嚴重侵害納稅人權益。
