〔記者黃志政／台中報導〕我國啟動對菲律賓的多項制裁措施，是否引起菲律賓武力威脅不理性行動？台中市長胡志強16日答覆市議員邱素貞質詢時表示，當我們對菲律賓做出制裁時，一定要假定菲律賓會有非常不智慧、不理性的行動，但如果他開始不理性，一定會很麻煩。
