〔記者莊漢昌／台南報導〕市府原訂27日召開都市計畫委員會審議鐵路地下化，因沒邀請拆遷戶，引發自救會不滿拉白布條抗議，指責市府黑箱作業。溝通之後，自救會要求市府針對鐵路東移案召開聽證會。市府則表示，即便承諾舉辦聽證會，也不具法律效力。由於需地機關為交通部而非台南市政府，聽證會的舉辦也應由交通部主責。
