〔記者陳鈞凱／台北報導〕親民啟能教養院被爆凌虐院生，引發中央、地方兩主管首長隔空互嗆，砲轟苗栗縣長劉政鴻為暴力撐腰，藍委紛選擇力挺衛生福利部部長邱文達到底。立委王育敏今（9）天就提案修法，限制暴力、行為不檢者出任身心障礙福利機構負責人，送給邱文達「尚方寶劍」；黃昭順更直言，要邱文達用非常手段逼劉政鴻「就範」。
