〔記者范文濱╱桃園報導〕桃園縣現年12月底即將升格為直轄市，縣議員劉曾玉春憂心老人福利因此縮水，縣政總質詢質詢指出，以目前中壢市公所為例，每年都有老人生日禮金2000元預算編列，頗受地方肯定。若升格後突然沒了，市民會認為升格未受其利先受其害，建議升格後老人福利不能縮水，就要修改也要有緩衝期。
