〔記者莊漢昌／台南報導〕菲律賓公務船槍殺我國漁民，菲律賓政府遲不道歉，馬總統接見多明尼加國防部長，提出東海和平倡議，指出談論漁權可先擱置主權。對此，市長賴清德期期以為不可，並呼籲馬總統停止錯誤政策。賴市長說，馬政府多年來推動九二共識、一中原則，擱置台灣主權，這才是造成今日菲律賓政府不跟台灣道歉，而是跟中國道歉的主因。
