〔記者林修卉／台北報導〕行政院長江宜樺昨日早晚召開兩次記者會，宣布對菲律賓進行制裁。民進黨立法院黨團書記長邱議瑩今（16）日表示，馬英九總統讓外交部長林永樂出來當砲灰，毀掉一個外交部長，只成就一個江宜樺，「到底是為了什麼？」
