潭美颱風逐漸接近臺灣，花蓮地區上午風平浪靜，雖然堆著厚厚雲層，但仍透出陽光。花蓮縣防災中心昨天就進行一級開設，並宣佈上午正常上班上課，下午是否維持上班上課，預計要到九點鐘的防災會議當中，縣長傅崑萁才會宣佈。
