〔記者馮珮汶／台北報導〕蘇力暴風圈逐漸籠罩台灣，晚間北部及宜蘭首當其中，已出現明顯雨勢，就在20時政府也宣布了台北市、新北市及基隆市13日全面停止上班上課。
