〔記者康仁俊／台北報導〕台菲關係因「廣大興28號」事件陷入僵局，菲律賓因此派遣特使馬尼拉經濟文化辦事處（MECO）主席裴瑞茲在下午抵台，將與外交部進行研商，身兼國民黨主席、總統馬英九原訂在下午兩點30分將主持國民黨中常會，國民黨中央稍早則是臨時以簡訊通知媒體，中常會改由副主席林豐正主持。
