〔記者王鼎鈞／台北報導〕因為馬尼拉經濟文化辦事處（MECO）主席裴瑞茲來台，並未獲得菲律賓政府充分授權、且誠意不足，外交部今（15）日拒見。我國政府已發出最後通牒，行政院將在晚間6時召開記者會，說明是否實施第2波8項制裁措施，院長江宜樺尚未決定是否親自出席。
